My area neighbours will always greet with vulgarities for those people they don’t like, keep reporting town councils for small matters. But seldom resort to violence unless too much problem in the middle of night. If small violence, no point turning into a civil case unless have injuries

He admitted he went up to provoke the neighbour many times and there were occasions he couldn't be sure if the noise is actually really from upstairs, but he still use a rod to wack his ceiling to dee siao the neighbour loh. So no, he's not an innocent victim.
