Thats the reply I obtained fro ICPAS after asking about the plus or non plus option. I registed in June 2012, and was not eligible for the plus route as well. Asked them if I would still be able to enter ICPAS n b associate member. Sounds to me like we have no difference to the plus members in terms of qualifying for the associate membership of ICPAS. :s12:

Hence based on the current constitution, if you have passed the final examination in accountancy from ACCA and obtained the final transcript and professional level certificate from ACCA, you will be able to apply for the associate membership.

i think u may have misinterpret it

Yeah. It means that being on ACCA-only route requires passing of the final exams before we can apply for associate membership. Same as ICPAS-plus route members mah? No? They can become associate members without passing full acca ah?

I think u misunderstood the email reply given from ICPAS.

If only u have completed yr ACCA now, then u can still apply for ICPAS associate. If u just an acca member only and still pursuing yr study now, there is no way u can be an ICPAS member unless u take the QP programme in future which subject to future MRA.

Only student who is undertaking the exam now and opt for ICPAS route are entitle to apply for ICPAS membership.

Dear Nitokit,

Thank you for your interest in the Singapore QP.

For admission into the Singapore QP, the entry requirement is a basic university degree. At this moment, only graduates from the 6 listed accountancy degrees and masters degrees from the 4 local universities, NTU, NUS, SMU and SIM University, will be able to enter directly into the Professional Programme. You may want to provide your university and degree so that we can help ascertain whether it is a recognised and/or accredited degree.

ACCA is not in the list of accredited accountancy degrees for Singapore QP. For the purpose of mutual recognition agreements (MRAs), it is likely that we will adopt an approach that is consistent with Hong Kong, where ACCA is seen as a professional accountancy qualification rather than an academic qualification. In Hong Kong, only ACCA qualification holders with a degree are recognised for the purpose of MRA. However, these are currently still being deliberated and final details will be announced when they are ready.

If you are keen to learn more about Singapore QP, we encourage you to attend our 13 March info-session where more details will be furnished. 11 Accredited Training Organisations, including the Big 4 firms, will be there as well.

Be.Recognised @ March 2013
Date: 13 March, 2013 (Wednesday)
Venue: NTUC Auditorium, One Marina Boulevard, Level 7
Time: 5 - 7pm

RSVP via Register your interest now | Singapore Qualification Programme

Share the event with your friends at

Sincerely,
Singapore QP Team

After reading this, I feel that future MRA with ACCA does not bode well for us. First of all, to join QP, u must have a recognised degree + ACCA to go into QP (if singapore adopt hong kong method)

After searching the requirement of ACCA for Hong Kong students to join HK ICPAS. They really need a degree + ACCA to join. Thus will ACCA with Oxford brookes count as one? Or do we have to take ACCA + a degree + QP professional level exam to become CA Singapore in future?

Does current ICPAS plus route members spare from this additional degree requirement? Lets wait for june to see. But most likely this is a big hit for current ACCA students who are still pursuing the study.

Just some info sharing:

Dear x
Apologies, the Plymouth University does fall within our list of recognised universities for applying into Singapore QP. However, theOxford-Brookes university degree is not. With a degree from Plymouth University, you would still need to take the Foundation Programme before embarking on the Professional Programme for Singapore QP. Any modular exemptions, if any, for theFoundation Programme, will have to be assessed during the applicationstage with your transcripts and course outline. Sorry for the confusion.

Best Regards,Singapore QP team

Extractions from QP site:

Entry Requirements

B. Hold a degree recognised as being comparable to a 3-year undergraduate degree and complete the Foundation Programme for Singapore QP.

Applicants to the Foundation Programme must obtain an official confirmation letter of approval from the Singapore Accountancy Commission (SAC) that their degree is suitable to allow access into the Foundation Programme. Non-accredited degrees from a recognised university can be in any field.

Conclusion: OBU cannot join QP.

Still a student memeber. Go to ICPAS website to apply to become an associate member. Only when you become associate member then you can apply for the 5 days PAC.

But associate membership application requires two character reference, the second Reference refers to present employer or immediate past employer.
And I am still job hunting, how to fulfill this requirement?

I believed you need to apply online for associate membership. One character reference is someone need to be CPA Singapore or ACCA while the other one needs to be.

You can try to submit online first ( I remembered one is compulsory and one is optional) because only when you are an associate member then you can register and attend the 5 day course.

All the best.

I have applied online and have submitted all the relevant information and verification. Will be hearing from them end of Mar'13.

In fact, I have received my full ACCA membership (much faster than CPA Singapore) and coupled with CPA Australia, I am left with CPA Singapore to my title.

Just now went to tripleone ICPAS office and I was told that those who are working in big 4 or mid tier do not need referral. Hehe...

Are you working in Big 4 or mid-tier currently?

Do note the 3 more well known mid-tier, RSM Chio Lim, BDO LLP and Foo Kon Tan Grant Thornton have bonds or contract in which if you have not serve out the bond you have to pay penalties.

Big 4 no such issue but the kind of work-stress will make one not even have the time to post online.
