We won't provide fixed voltage control as it totally kills whole power management idea. NVIDIA users adopted to dynamic clock/voltage control in Kepler series cards, now it is AMD users turn. You have to break old understanding of fixed voltage settings and realize that it is dynamically changing A LOT now depending on many factors. So offset is the only proper way to go.

Scrutinise the long number sequence at bottom right hand corners
