What's is happening in Singapore is a lot of money are tired down in property and related stuffs (utilities, repair, etc). What's left of the money pie can't support the other sector of the economy.

How much are Singapore paying for mortgage or rent and things related to the property like electric, water, trash, etc. What's left of the monthly paycheck to spend after food and essential stuffs. Probably not much hence the economy is declining. Hence the voucher to help increase spending.

No point comparing now to 2008 or even way back. The TDSR was implemented since then to restrict people from being too heavily leveraged and the LTV ratio for mortgage loan is now set at 75% of market value. The property value would need to depreciate by 25% before margin call kicks in.
