But since its harder to convince neighbor to stop using bathroom for days and the higher cost, maybe can try another alternative first to see if it could have solved the problem?

Im a hdbrc, doing wetworks like waterproofing etc. Your upstairs neighbor dont want corperate, u also suck thumb. I mean, u can try PU grout if theu really dont want to corperate and pray for the best.
Few months back, 1 of my customer asked me to come do for his mother house. His mother house is the 1 leaking. I told him dont go through me, to go through hdb. Go through hdb cheap, he later told me each 1 to pay 300$ only. But the owner below dont even want to pay. But anyway, managed to convince my client to just suck it up and pay the 300$ for him since engaging a private contractor is going to cost alot more.
But if your upstair neighbor iron teeth, dont want do, its going to be a very long process for u. If their toilet is those nice tiles not original hdb 1, i dont think they will want to hacking also.

it will be 50% /50% spilt cost and not your neighhour paying 100%. Of course, if you meet one bad one who claim cannot pay because GST raise etc, prepare for it to be drag for years.

A very difficult and tricky situation.
Especially neighbors probably won't even want to pay, cos it nvr affect them.
50 50 tough.
Maybe go for 80 20. I think also tough.
Seek tc help n see what they can do.

i won’t put too much details because I don’t want to get doxxed

but long story short, bought a condo Only to find out that it suffers from existing water seepage issues

upstairs Neighbour refused to get it fixed. Tried to negotiate nicely but failed, turns out to be a huge a$$hole. Meanwhile my ceiling getting moldy by the day and I’m worried for the health of my infant.

no choice, filed a complaint with Strata Title Board. Went all the way to mediation before it became very clear to the neighbour they will lose the case if brought to courts.

in the end they have to sign a letter acknowledging they will commit to fix the problem. Damn funny see their pissed off face when signing

But how did it affect the upstairs unit? Like usually it only affevts the downstairs but in the case u mention, the upstairs also had problems and need to rectify
