Just curious, (just a wild thought for discussion, be open minded), would it be better if they don't go for the highest bid, but rather somewhere in between?
Forgot how it is, but think read before some very creative system using the result somewhere in between instead of the end, so as to make it much fairer or more rigid or something.
e.g. take the mean or median bid (either one depending on what end result one hope to achieve). Those closest to the mean or median bid, up till the quota is reach will get the coe.
See many advantages with such system.
For one, it will avoid those rich from abusing the system by relentlessly bidding higher and higher coe (making coe out of reach for those who really need a vehicle but don't have super deep pocket), cause the highest bid won't get the coe.
Secondly, it will give everyday normal people a fairer shot at getting a coe with their limited budget. Cause coe will not be base on highest bid, but maybe a much acceptable mean or median bid.
Thirdly it will avoid freak result like 1 dollar bid which result in lost of revenue for incumbent, or extreme high coe, which result in suffering for the normal people. By compromising in the middle, everyone win abit.
It will force everyone to be much more sensitive to each other needs/budget when determining their bid price. Takes into consideration everyone input, rather than the current one sided. Thus, a much more caring system. Those with better budget will tend toward a more moderate pricing in consideration of those with limited budget pulling the final price low. Limited budget one will not be able to sabo the result by pulling the pricing super low cause those with better budget will pull the final price high. Thus a sort of equilibrium is reached.
Think this will better able to stabilise the pricing also cause everyone will tend toward the ideal mean or median bid they expect, and not bid wildly or widely, resulting in huge swing or market instability somewhat perhaps.
By tweaking and find tuning the system more, this could make it abit harder for people to manipulated the system, since one may be able to use past results to guess the ideal bid, but won't really able to control cause won't know how much the spread and the highest and lowest bid, which could affect where the final bid result land at. Thus, its part chance and part skill, should make the process that very much more interesting.
