You should refer to what you signed up/contract to verify otherwise, quickly get back to your ISP to clarify and possibly ask for waiver.
Onsite installation fee is the one charged by MR, different from the one charged by NLT, which is the activation charge that usually is waived to entice recontract/sign up.Waiver Getting less likely.
