When law makes it so that any injury/fatality cannot be claimed from drivers insurance or driver. Next day all will stop.

To make it a fair playing field, can offer cyclists their own insurance so they can choose to buy their own to protect themselves in the event of an accident.(ie car and cyclist ownself claim own insurance, but cannot claim from the other party)

They can and should bear the increasing costs of premiums.
