Also, for cyclists (at least most of them), you'd know of the gusty winds since 2 weeks back. Can gust to 25-30kmh.

WCH which runs from NW to SE or SE to NW depending on which way you travelling, peak period weekday, elevated and exposed with no blockages, sometimes it is morning gust and it can hit you more or less 90 deg from the side......

Even at Gardens By the Bay, i was training there and the flower dome accentuates the wind and conditions change very fast........i nearly crashed last week, lost control with a sudden side gust. Heck even runners over there need to fight this if really gusty (i've also been running there long enough)
If WCH weekend before 7am or even before 6am where it is literally disserted and 3 lanes trucks can take middle lane freely and the cyclists operate with good rear lights, then nothing to say. Other than the very rare chance of a drunk on lane 3. Eg that Nicoll Highway case a drunk doing against traffic direction and killed 1 cyclist.
