Why this cyclist is able to ride on lane 3 and signal the haulier to overtake him but the rest of trashes can't?

Really super difficult to see these cyclists when driving at speed (speed limit is 70, but as drivers we all know what sometimes can happen) against the morning sun, which coincidentally is shining right into everyone's eyes coz this direction of WCH is towards SE / ESE. For some months in the year, the sun is really directly in front of the drivers. Wearing black and having a black bicycles do not help also. This is yet another instance in which good lights help.

Just takes one moment of momentary lapse......

Even saw a group fixing a fella's puncture over there. And there are no footpaths or road shoulders at most parts of WCH.

Nobody likes to be involved in any accident, but people really ought to help themselves in the first place before expecting the same from others.
