Cyclist seem to fell to the ground on the back, the backpack probably cushioned some impact.
Rider fell face first into the ground & body dragged on the ground by the bike, I can't imagine how painful the road rash injury is.

Looks like cyclist fault. The motorcycle still has the right of way because its still green. The fault of the motorcycle probably speeding above the speed limit I guess.
