no, not all are 24 hrs.
was at tpe once ard 6am Saturday morning.
all mega or bot counters, bef immigration, and in the baggage claim area open from 10am. cant remember closing time. i believe the bot one in concourse area could be 24hrs as i didnt see any operating hours sign.

If you have nothing better to do in tw like i do, u can make it trip down TC bank to exchange usd to twd. U will be surprised with the rate you are getting. You will not want to change twd anymore in airport in the future. =)
