Cos web only stated on rate for USD and never stated diff rate for diff USD.

Some money changers refused to take in old notes.
Just like why overseas they do not want to take in slightly torn sg notes, or disfigured USD bills.
It's still up to individual changers. And not forgetting you are held at ransom when overseas.
It is their utmost rights whether they want to accept it or not.

Try heading down to arcade and check it out yourself, they do have different price for NEW and OLD bills.
Of course to you a dollar is a dollar, but then cannot really explain too much into it.
Probably old notes got more fraudulent versions?
