Without card also can change money as long as you have cash.
Yes you can activate it and use at any overseas ATM with charges. Only DBS withdrawal has no charges but at Singapore rates.

thanks for the info.. i read thru some pages earlier.. can i say there is a difference in rate between withdrawing from DBS counter thru our account and bring SGD cash over there and exchanging it with DBS?

is the 2nd one having a higher rate?

They will accept the major currencies like USD, CNY,JPY... If i recall EURO, GBP and perhaps HKD(Subjective)

no limit, but u must declare to custom if u bring any form of currency instrument exceeding usd10k

You can import up to 60.000 NTD without any custom requirement.
The limit for the other currencies, euro included, is the equivalent of 10,000 american dollars. You can import more but in that case you have to fill a declaration to the custom officers
