Hey people can change at Taiyuan airport at no inconvenience and for a better rate than singapore. I changed at t1, just outside the luggage claim (not even an extra 50steps) with bank of taiwan for 23.25. Even easier than making a trip to Raffles Place or looking for a DBS TW. Note that there is a NTD 30 fee per transaction.

There is a few DBS one near c.k memorial hall station.. Another one is near Taipei 101 besides shin kong or alight and zongxiao fuxin station need to walk 6 mins ask nearby people for more info.
