Hi I encounter same issue. Funny thing is instead of click Debit Card in AXS page, click on Credit Card instead. It works for me from there on.

If ApplePay is free, I am sure GrabPay has no problem to add into ApplePay.

yea max $500 per txn for eAXS/mAXS, $5k daily, $10k monthly and $30k annually. Cannot make more than 6 txns within a sort interval.

I setup GPMC as CC in mAXS and managed to pay more than $1000 in a single txn

Yes it's targeted, I didn't receive the offer. Maybe only for high spenders with the virtual card.
