[Help] My PC cannot start

Used to work in SLS computer shop. If PSU not spoil, then check capacitor for black or bloated one, which most proper PC repair shop can do with welding tools. Then after that is use spare equipment to test each part 1 by 1. RAM,CPU, CPU fan, cooling fan, graphics card, hard drives, any cd-drives, any external accessories like fan controller, etc etc.

Sounds like motherboard sending power not good to PSU? It may be worth tearing the motherboard out of the case to see if anything is dead behind the board. Like a lizard shorting things to GND.

I had this problem. It was a new case and PSU with an old mobo and CPU. The leds would light up and the fans starts to spin before it shuts down without even making it to BIOS. Anyway, in my case it was the front panel USB. With it unplugged, I could boot normally. So I took a flash drive and plug it in to the front ports a couple of times and that fixed it. I'm guessing some manufacturing debris got into the USB port shorting it out and the PC shut itself down upon detecting the short.

If I were you, considering the age of your PC, I would try going through the PC with canned air before doing anything drastic.
