Not necessarily true that a higher base pay will always result in a higher bonus payout. The pot of money to be distributed can remain the same and the employer can just tweak the multiplier.
The pot of money can be tweaked in any way you want. Try working in the bigger MNCs and see how bonuses are computed.

Why should MOM put a limit to how much OT pay is payable? If the person's basic exceeds the limit, then the boss can ask him to work OT for free is it? Then if he refuse to be free labor, and the boss angry, can get in trouble?

https://www.mom.gov.sg/employment-practices/hours-of-work-overtime-and-rest-days

Overtime work is all work in excess of the normal hours of work (excluding breaks).
You can claim overtime if you are:
  • A non-workman earning a monthly basic salary of $2,600 or less.
  • A workman earning a monthly basic salary of $4,500 or less.

I believe the limit is mainly to protect the workers. if unlimited OT hours means no need to rest ah. Those manual workers how? work to death ah? Last time when Im working in a factory. there is a notice paste on the board stating that it is possible to work beyond the statutory limit per month with expressed permission given by the workers themselves.

they have already put a cap on the number of hours an employee can do per week, so what's the point of capping the salary range?

I just got an offer for a job which I considered as my second choice. I am still holding out for my first choice company but their recruitment process is very long. So should I accept the 2nd choice offer or reject that while waiting for the first choice one?

Both jobs I applied already and in different stages of progress

Job 1 which is my 2nd choice received offer, is waiting for me to say yes/no. But I'm still holding out for job 2 (1st choice) went for 1st interview and still waiting for news of 2nd interview.

Just call up the HR, and inform them that u have an offer on hand but prefers to join their company.

If u were a preferred candidate, they would do something.

they say will get back to me in 2 to 3 weeks. yes Job 2 is a govt-link agency..

Job 1: small startup, need to reply by monday.

so overall package wise, job 2 is better.

either option looks like any follow-up etc will eat into the CNY period

think take job 1 1st as interim
any notice period required for your current role?

got money is betterer than no money
