4.5Ghz at 1.251v is considered good man. Average chips needs 1.3-1.32v. However the golden samples are those that need only below 1.2v for 4.5Ghz and can hit 4.7-4.8Ghz with 1.28-1.3v! These golden chips must be from the dead center of the wafer with the tightest specifications. Really impressed how Intel can build a 8 cores CPU that run cooler than their average 4 cores!

The next step of your OC is to turn on all C-states and watch 0v vcore on idle!

Your secondary voltages seem quite high, try to use Hwinfo for more measurements.

Temps looks very good, must be outside Singapore or use aircon. Mine idle around 30-32dC lately.

Haswell-e have 3 other voltages that determine OC and you can tweak optimally.

From OCN users feedback, golden chips have these figures to be bench-marked against:
VIN less than 1.9v (input voltage that feeds all other voltages the cpu needs)
Cpu cache less 1v (uncore/cache voltage)
VCCSA less than 0.9v (for DRAM memory controller mainly)

coupled with c-state enabled, can really lower you temps by 2-3dC! This is best of OC tweaks liao.

Recommend you to monitor with HWinfo or even Aida64, as they will show clearly those secondary voltages.

It also seem our local batches of Haswell-e very good, all i see in HWC can hit 4.5Ghz at reasonable voltages. While the amdk at OCN have many struggling to hit that optimal number.

Sometimes buy local also not bad! Can consider sell to those amdk overclockers our simlim haswell! :D

Its better to have the PSU fan facing down. The way you place it, it is sucking in the warm air in the casing rather then cooler air outside.

Do a push-pull fan configuration on your H110 if you are not, there will be further reduction in CPU temps ;)

i still haven decide which fan to get leh..... quiet or performance:s22:

Up to you. But my H100i GTX also on push pull config.

For aesthetic purposes I made all my fans in my rig the Corsair AF120mm performance edition, using the red ring. :D

Noctua are overhyped and overpriced.
Same with Corsair, which also is over-marketed.

There is another secret fan that just as silent, has pwm controller and push good airflow through heatsink fins.

Look for Thermalright TY14x series. You can choose from extreme silence black/white or the red color version which can ramp up really fast and loud for extreme airflow. All use pwm for noise control and all have oil bearings and sleeved cables!

Almost half the price of corsair last i checked!

Things to note
1. the red color version use 1A, so make sure dont use fan splitter if plugging into motherboard header
2. they are 140mm fans but use 120mm mounting so make sure is size compatible.

thanks for the tips.

bought 2x Notua and 2x corsair SP120.. i felt the SP120 air flow not strong enough.
