4.5Ghz at 1.251v is considered good man. Average chips needs 1.3-1.32v. However the golden samples are those that need only below 1.2v for 4.5Ghz and can hit 4.7-4.8Ghz with 1.28-1.3v! These golden chips must be from the dead center of the wafer with the tightest specifications. Really impressed how Intel can build a 8 cores CPU that run cooler than their average 4 cores!
The next step of your OC is to turn on all C-states and watch 0v vcore on idle!

Your secondary voltages seem quite high, try to use Hwinfo for more measurements.
Temps looks very good, must be outside Singapore or use aircon. Mine idle around 30-32dC lately.
