What I read from article is that even if you are on 13.1 dev beta, can still receive iOS 13GM an update to it, then continue to get iOS 13.1 dev beta 2, 3 and so on.

Well.. Unless its confirmed by apple themselves, it's just speculation.
with 13.1 beta being a higher version than 13.0 (if that is being released first), youd be stuck with 13.1 beta till the 13.1 GM arrives, since you cant officially restore a 13.1 backup to a lower version.
If that’s your saying, then the whole world beta testers will be stuck.

Eh at most you just have to restore to the current released version with no backup option.

Something similar actually happened with iOS 12.4.1(?), I can’t remember the exact version.
A software update only for the iPhone 8/8Plus was released.
People actually updated to it, and couldn’t restore their phones when they upgrade to a new X-series phone. The X-series phone was just one software version behind.

I think it happened last year too with 12.1 as well, the beta was released together with the release of 12.0 (days before the sale of the new iPhone).

Kind of, unable to adjust wallpaper and video in photos will freeze when haptic touch apply.

Yeah. The replying from notification bug is annoying. Reported that bug to Feedback. Otherwise, iOS 13.1 Beta is fine.
WhatsApp reply from notification freeze, hopefully can resolve in the next beta release.

I see mine. They show the stock images of the devices. You might want to back up and restore just in case.
