Both. The preorder queue is outside the store. Got a few staffs there. Approach them exactly at the start of your preorder time slot. I approached mine at 11.20 and he told me to find him 10 minutes later. That’s where they verify your order number and photo ID. After that, you’ve to queue for awhile before entering the store. Before entering the store you’ll be hooked up with a staff who will verify your order again and get your phone.

This was my experience. Not sure if they’ll change it if the crowd gets bigger/smaller.
