This is how I interpret your situation based in the info u given.

After your last window, u opt for ipt over rt(1 time conversion) as your punishment for failing ippt. But then u didn't complete it so u are being charged for being rt defaulter now. By opting for ipt(which is just a replacement for rt in your case), u are supposed to complete it.

Nobody will be charged for defaulting ipt unless those people who took the 1 time rt to ipt conversion option then fail to complete it.

When I was talking to female phone customer service just now ard 9pm, she was not very helpful or patient lor. Just keep repeating I am at fault for failing IPPT and not doing IPT within 9mths. Then I qns her back if she says 9mths is the key, then why I am only receiving the SAF 264 11mths after my window. But she say its different thing. Whatsmore I just returned from ICT highkey which ended last week. I have few plt mates who are fined for not completing IPPT, but I was not called up lor.
And I told her I already booked 20sessions of RT and they will complete before window. She repeated the same thing few times, then sounded pissed and say will ask my unit speak to me within 3 working days. WTF?!

Is there some change of RT policies? I have checked the ns.sg RT booking page, but it doesnt say anything about me defaulting or what.

I think this is total crap. I went back NS camp for highkey last week also no one tell me. Is this some quota period they are sending out in bulk????

I heard up to hundreds of sporeans may be there due to 264. Seriously, We r the ones whom needs integration!

You have 2 reasons for being charged.

1) You have failed to complete your IPT, your replacement for RT, when u opt for it.
2) If you have chosen RT, you must complete it within 5 months(old rt window rule) after Nov. Now is already July, which is way overdue.

I believe you have yet to attempt any IPPT beside your ICT IPPT for this year, right?

Not entirely correct. I did one ICT IPPT 3 weeks ago during HK, but failed. Did one RT IPPT, but failed.

but sibey sian leh, take AL for stupid army policy change. If tell my boss the reason for AL, cfm I will be laughed bigtime sia. KNN
I went 2wks HK earlier this mth, my boss already sibey unhappy. Then attending the 2wkdays RT a week, she lagi not happy le, coz I ask her to allow me to leave work ard 5pm+.
At this rate I am going to lose my job sia!!!

2nd point, no, you have been wrong for a long time. If that's the case, how are you going to prepare and take IPPT for your new window? Everyone has to attempt at least 1 non-ict ippt in each window even if you are a long term failure.

Anyway, just in case u don't know yet, IPPT window is now 9 months, last 3 months for RT. IE b'day in Jan, window closes in end of sept. Oct to Dec is RT window. Failure to complete RT within the last 3 months will make you a RT defaulter.

Like I said earlier, you opt for IPT but fail to complete it, that's why u are charged. I stress again IPT in your case is not voluntary but just a replacement for RT.

If you have opt for RT, you must finish within 5 months, Dec-April.

You have fail to do so for both, that's why they are charging u as an RT defaulter now.

Well, the rule just changed a year or so ago, so there is a high chance u are wrong.

If you didn't opt for IPT, you won't be able to book for it after your window is closed. I'm pretty sure you have an option to opt for IPT.

For the charge, they normally will only charge people 1 or 2 months after defaulting, apr + 1 or 2. Sometimes they can be late, that's why u only receive your charge now.

As for last point, it's to let people have convenience of booking RT at their own time. Own time i mean within the 3 months frame(new IPPT window), they can book all 20 sessions. RT sessions can be really hard to book at times.

They can't withdraw your charge even if u don't know the new rules and changes. The only thing u can do now is not to be get fined. Go there say sorry and tell the officer that u are already doing your rt.
