Module house RAMs, apart from
top bin are already binned for the upper limit of how much with the RAMs would OC. Take the example of some G.Skill FlareX with heat sinks changed to nickel plated copper Icemans I sampled, they would only GSAT 7600-7800 C36 close to 1.6V, PMIC 60C Z690I Unify.
If you look closely at the silkscreen prints on the DDR ICs, they're things like 4800V, MHBD (Hynixs demarcated MHBD is not a JEDEC officially rated speed downbins etc used. These module houses have to make money. This applies to all vendors.
Then again on Hynix greens or Klevv blacks with unlocked PMICs they are pretty much guaranteed something like 7800+ C34 GSAT @~ 60C PMIC with both eyes closed per investigative posts available on hwluxx DDR5 thread. Proper MGBDs used with ratings of something like 5600MHz 95C JEDEC (I don't remember the correct number at the back of my head) than a de-rate to 75C.
With a Z790 Apex, the former are possibly 8400 C36 without the help of a CKD.
I'd say more of the DRAM RMAs around are mostly SPD corruption (RGB RAMs) or MB handshake'd timings being too aggressive (aka MB/user issue) than RAMs and incidentally when mixed production RAMs swapped to a different IC gets sent as an RMA replacement, RAM problems are solved incidentally.
Start buying Klevv black value RAMs or Hynix greens if you're not risk averse and will like to pay less of better performance.
