It's more like a little over JLPT 3 rather than JLPT 2. You've obviously never taken JLPT2 so you don't know how difficult it is. Anyway the part about the JLPT tests getting more difficult is true. Even the Japanese senseis have mentioned about it.
I ever did try out a sample O level paper and I can say that the grammar and reading comprehension portions are quite easy to breeze through. So most likely the the paper is not scaling in difficulty as compared to the JLPT.
