I was comparing using a flight from SIN-NRT.

Economy saver 22500 miles, 15% online discount is 3375 miles. In the new scheme, savings from fuel surcharges is $44.90. So which is better, 3375 miles or $44.90 cash?

not anymore the 'best'. you are looking at around 25% more miles required for Europe redemption ticket. If you don't mind having 1-2 stop, other *A partner offer more competitive rates

There's no limit of times you can change your flight (as long as there's seats available), up to it's validity (one year from date of ticket issued). The rules are all on the website.
