What is the best time to go in and come out

With the present situation, I'd say go before 9am and leave before 5pm unless you've a train ticket. If you want to go on Mondays for the pasar malam, leave by 7pm, very latest 8pm at JB CIQ bus queue.

Actually, on a Wednesday evening 1 or 2 weeks back, the causeway was already quite jammed when I took the 7pm train back.

CNY goodies was already selling in the pasam malam on the 1st week of Dec when I was there.
Then 2nd week, some others started selling. By the 3rd week, some many are selling. Pasam malam has so many stalls selling including shops at KSL

Can't tell. but S-I-L said its cheaper. by how much? She does most of her stuff there now as she used to frequent Orchard Road. However, but I believe it is still cheaper than SG. every school holiday, she will bring her kids in. They are frequent stayer at KSL. Now, they have change location to Sutera Mall because her brother has got an apartment near there.

As a rule of thumb, usually CNY goodies are cheaper than Singapore because of exchange rate. However, you can't compare exactly because of different brands and quality.
