I think is 90% for selection of flats then hdb would award contract to built it.
Anyone know why Sengkang and Punggol flats are moving so much faster than KW and getting more appointments per day than KW?... double standard...
so meaning, if it does not hit 70% and above, HDB will just put the whole project on-hold? any past such examples?
In the past there were only 5 cases when hdb abandoned it after not meeting 70%. Sembawang Flowing Grrenery in 2001, Punggol Sundial and Sembawang Springlodge in 2003, Punggol Anthias and Sengkang Coral Green in 2004. After that, never have cases of take up rate less than 70%.

j3ffr3y is actually correct. Khaw has told the HDB in May 2011 to build ahead of demand.
"SINGAPORE : National Development Minister Khaw Boon Wan has told HDB to build ahead of demand during this period of robust demand.
Writing in his ministry's blog, Mr Khaw said the orders will definitely come, and HDB should call a tender as soon as architectural drawings and tender documents are ready.
Currently, a tender is called only after 70 per cent of orders have been confirmed - hence "Build-to-Order" (BTO) scheme.
The minister said HDB can return to the usual BTO approach after the situation has stabilised."
Anyway you can just check GeBIZ to see that they are already calling a tender for "Building Works At Kallang Whampoa Contract 20C" published on 22/06/2012 and closing on 03/08/2012 for McNair.
Given that KW is really central located and not many chances to get BTO in these areas, hope ppl do make it to 70%, otherwise it's so wasteful...

I wonder if they have a min cut off before they start the building, cannot be below 50% then still go ahead and build ba?
Yup. For Kallang Whampoa Contract 20C, contract will be awarded somewhere in Nov and expect to see contractor possession of site from Dec 2012.
