I also don't understand why. I already signed up as it is the highest at the moment.
I do agree it is not so easy to hit but if your income tax reaches $300 per month for GIRO, you can fulfill 3 products easily.

Other claims boc is higher, but they didn't read the fine print, effective rate at boc is 2.x% only.
