Not for me but the last time it took longer than usual was when there's an update. If it doesn't budge for 15mins, perhaps you can hard reset it and see what happens.

You can try sim lim tower. Should be available there for a few dollars.

Challenger hardly offers the best deal for SP3 despite being the first store to display and sell it. You can try Harvey Norman instead but different branches has different offers.

Anyway if you can wait, SP4 is coming soon!
