Based on PCPartpicker, i9 9900 and 2080 TI will draw about 415 watts.
You can run the SF600 platinum and power those components.
Let's be realistic here, with an ITX Build, you won't be doing much overclocking due to airflow issues.
You can even be ambitious and try to fit it into a A4 or Geeek A50/A60. My only recco here is to go with a SFX
psu so you can have the widest variety of cases for your selection. Pick an ITX case that you like and with the SF600, you should not have any problems.
It will run hot or loud, depending on which is your comfort factor, but my 2700x in a Cougar QBX is running at 43 degrees idle, I let the 1080TI run whatever, capped at 75 degrees. However, it is quiet, and works well for gaming purposes.
Total of 4 120mm intake fans and its working out for me.
Yes, QBX is bigger, but the trade-off is cheap, can use 140mm ATX PSU (but a SFX psu will still be easier to manage), can use AIO and many fan mounting options.

Ur top fans seems to be fight for air with gpu, seeing how close it is. 39deg on idle isnt fantasic. Try swapping top fans to intake?
The idling is now ard 35 deg after some cable mgmt.

It will escape thru other holes in your case. U can try a stress test and see if the difference is worth it or not. Idle temps dun tell us much.
