I think before you change, you can ask the money changer if there is sufficient big notes for the amount you wnana exchange and insist on no $1000 notes or you are not gonna change.

It's true that there are shops who doesn't accept 1k notes. Shops like sasa, tea houses, eatery shops put a signage that they dun accept 1k note

it is true that a lot of places do not accept $1k note at the moment. Especially the $1k note issued by Bank of China dated 2003.

because the assumption is you are using HKD to change other currencies in HK.
