I just got a feeling there's incompatibility issue with gpu. Just a hunch. Can't be sure. Where do you stay? Some bros here including me, can help if you're at certain area.
Otherwise, highly suggest you go to Nigel at SLS level 2 PC Care and Solutions.

wat u mean? u can still disconnect the power/reset then "power up through mobo(0ms delay)" to test...Didn’t test, I just went for replacement. Now can’t test already. Everything cannot run except gpu,and boot up with no display

What operating system?
Once you reach home the problems come back? Maybe you have faulty wiring at home
Windows 8.1.
Feel free to dig this forum on Nigel's standard of service. There's a reason why multiple people recommend him here. Not just me.I already said, I lost the trust on sim lim square.. got once I ask for cable managing service, got 1 shop call infinity computer at L4 say it will charge ranging $40~$80 depending on the condition. But once I reach there it say $40 I provide this and $80 for full benefit which mean $40 and $80.. everything was done nicely, on the spot I test everything was ok.. like power on no delay restart multiple time got display everything is perfect.. until next day the old 2 year issue come back. I call them they still need to charge another $30 to fix my old issue..got once I also ask for recommendation of how to cool down my cpu, the boss there recommend me their heatsink fan which are $90 even with other type of different pc. I have the kind of feeling that they just want to clear their stock asap..
I don’t want the same thing happen again. Jus to fix the mysterious issue may cost up to $100+ or even $200..
And I’m using h170m pro4 mobo with asus strix 960 gpu.. how can it be incompatible?
If you can double confirm that the shop guarantee able to solve the mysterious issue. Please quote me with the exact price first instead of giving ranging price where it’s a fixed price.. don’t be like $30 I provide this only then $200 I provide u full benefit end up disappoint me. And also I’m also tryin to avoid some kind of special oil or soldering some kind of weird stuff into my parts. On the spot can be very perfectly working fine with multiple try’s. Once reach home or few days later different case already
As you guys can see I have created about 5 thread related to this common issue, since 2016.. some of the advice was done, But still remain unsolved.. while my com is exactly 2 years on it give me a lot of trouble..
Try turn off fast startup

oic, since mb, psu, casing not the cause
try different extension cord (if using) & wall socket...
One more thing, as silly as it sounds, is the HDMI/display cable plug from the gpu instead of motherboard?
Have seen this done wrong even by some of us who can DIY our own stuff. Simple mistake but can be made by anyone.

No problem, it come back after I did a multiple restart and shutdown for around 30min
I conclude that I did the following testing over the past 2 years:
1. Power up through mobo(0ms delay)
Alternatively, the simplest and fastest method to narrow the problem of faulty switch is to use the Reset switch as power_0n swtich and disconnect the current Power_On switch from the 2 pins on the motherboard header, both are electrically identical switches so it will work just like the power on switch.
