Please allow us to have some time to check about this issue.
The Bios that Raymond from TUL US side is more on improving performance & it's not for solving any other faults you may face.
Should there be any issue you're currently facing for your Power Color R9 290s, we would suggest to do the following steps first.
1. Please try to update the Motherboard BIOS to the newest then clear CMOS. Loading default BIOS setting then save and exit.
2. If Possible, please try do a fresh OS installing & do all the necessary windows updates. Then, Installing MB WHQL driver and graphic card drivers. Not forgetting to Install your games with the newest updates.
3. Please to try download the newest beta driver:
AMD Catalyst 14.2 Beta Driver for Windows
4. If you wish to change the drivers to another version, please use the display driver uninstaller to remove all previous graphic card drivers.
