IMHO.TPG to SingTel server will be very bad, with extremely high latency as I believe it route to USA then back to SG.
you might want to try using another server from 3rd party.
IMHO.Any add. cost for the sim card, or you just pay $10? My experience with some handphone shop for m1 Maxx is they charge $5 to $10 extra for the sim card cost, over and above $12
