Clearer voice calls is one benefit of VOLTE but not the significant factor.
The main advantage is the ability to use internet on LTE network during a mobile call.
You can test by turning VOLTE off in your phone settings.

If mostly using whatsapp or wechat or facebook messenger call than VOLTE does not matter much.

This is decent, since you have a strong enough signal for uploading at 21Mbps. Considering that you're on public transport, so speeds aren't always the best.

I get these speeds occasionally while walking around in housing estates when I look for beneficiaries.

If you are referring to those 4g portable router (battery operated one)

Speed will usually be slower than phone hotspot because their modem is slower than phone modem.

Unless you buy those high-speed one like netgear which cost is 500 to 700 (netgear nighthawk m2)

But seriously, you aren't the only one that's facing this situation. This seems to be a Hallmark of M1 Maxx, Changi Mobile and MyRepublic.

M1 Postpaid and CL Postpaid don't seem to have so many problems about airplane mode, though it's all on M1 4G network.

Clearly you get what you paid for.

The only fix is to change carrier. Or hope M1 5G is allowed soon for MVNOs. The network congestion and prioritization problem ought to be fixed, but given the current CEO's thinking of cut cost at whatever cost, don't think it'll be done anytime soon.
