For vocation certificate is only if you serve national service in singapore police force then you will be required to show your vocation certificate. If not no need.

verification of documents(about 1hr+) physical check by officers(10-15mins) followed by psychometric test (1-2hrs)
then panel interview(depends if you’re in the front else next selected dates)

And would PES A increase the chances of getting accepted to the Police?

I doubt you can upgrade to PES A from PES B1. it doesn't make any sense.
