1. Is there an ideal size for an engagement ring? Maybe a mathematical formula comparing the ring size to the ideal size of the diamond?
2. What would be the price for a 1 - 1.25 carat diamond ring with VVS1 and better, F or E colour, and an Ideal cut?

There is no perfect ratio of ring size to carat weight. Just get whatever is within your budget and which you think your intended fiancee deserves.
Based on your specs, and based off the quotes I got locally for diamonds in that carat range but with lower clarity/colour specs, I think a 1 carat diamond with near super-ideal cut quality should be around 13.5-14k. A JP super-ideal should be somewhere in the range of 15k-16k for a 1 carat with those specs. Again, these are estimates with rough % uplifts for colour/clarity upgrades, you can get a concrete answer by visiting the local shops.
If you/your GF is not picky, suggest you go down to a VS2 on clarity and an F on colour. Prices should be around 10-15% lower.
If you are not looking for a diamond with super-ideal or near super-ideal quality, just have a look on whiteflash/good old gold/james allen/bluenile and take your price references from there. Prices for standard range round brilliant cut diamonds are generally quite standard, it's when you start looking at super-ideal quality round brilliants and fancy cuts that prices become more varied.
