unplug every things hdds e.g..... leave just 1 ram and 290x then boot see if got POST.

Take out CMOS battery and remove PSU cable for 30 mins.

Don't think it's a cmos thing. I cleared cmos a lot of times, but no screen. I changed graphic cards to my old one and I was able to see the cmos menu.

Same issue, I thought it was my card faulty. I removed my cmos batt for a while I went to eat. Pop it back and it works with the card. Removing CMOS batt is the 100% way to be sure it is cleared. Go give it a last try before heading down. Anyway this step isnt hard.

I don't have an integrated graphics card so I don't think that's the problem.

Manage to remove d6 error by using 2 separate connectors for the 6+2 pins and 6 pins. But now the problem is no display though I hear the windows start up sound, so I guess the graphics card should be working.

Change to a different cables on different connectors, try hdmi or DVI or Display Port.

I do not have an extra cable, but I know it works as there was display on my old gpu. I tried both dvi-d and hdmi slots, still no signal.

Yes.

One of my Zotac GTX 970 was able to boot but doesn't produce any signals. Went back to tradepac to exchange for a new one.

Ok, tested it works on another system. Is it possible that this is a monitor compatability issue?

Works on another system but I suppose different monitor based on your wording?

If want to test you need to keep variable constant. Which means you plug the GPU to another system but plug the same monitor. Plugging using the same cable also. Just keep all the variables the same during testing to make sure that if any error it is attributed to the card only. Also make sure you are testing that single GPU only (without other cards plugged for crossfire/SLI).

And what monitor you using and you plugging using VGA/DVI/DVI-dual/HDMI/DP?
