I have just applied for SBF Punggol 4 room. As a second timer, my chances are only 5%. It's just like buying 4D.
2nd timer % increases to 15% already rite?

i think its still at 5% for 2nd timer if the information given at the bottom of SOBF application page is correct.
HDB Officer advised second timer is 5% for SBF. Website says the same too.
15% is for BTO.
According to HDB website:
"However, some flats are also set aside for quota-based priority schemes, where HDB does not differentiate between first-timers and second-timers. "
Hope can fall under the above mentioned...
any particular punggol project u are interested in?
As long as the project is within 0.5km of MRT, I'm fine.
Punggol Residence, Arcadia, Regalia, Sapphire, Coralinus, Treelodge.
Those slightly further and/or near completion can consider too.
Punggol Sails, Ripples, Vista, Lodge.
Which projects do you like?
