So like if the application rate is 18.3 means 18.3 people have applied for 1 unit for that particular group?

As per HDB statement, an Application Rate of 3 means that for every 1 flat available, there are 3 applicants vying for the unit. So if its 18.3, means approximately 18 people to 1 unit.

if i'm not mistaken, the flats available are too few to be balloted separately as 1st and 2nd timer. hence, those applied will be balloted together and not 95% of the flats for 1st timer and 5% for 2nd timer.

I think your info abit wrong, as quoted from website:

“Where the flat supply for 3-room and bigger flats is less than 20 units and there are more first-timer families than the flat supply, first-timer families will be shortlisted within 100% of the flat supply and thereafter”

if lease commencement date is Mar 2019 (Bukit batok West Terra) while delivery procession date shows 'keys available', does that mean the unit is ready once sign lease after exercise OTP or the latest i can start my lease is Mar 2019?

Should i apply with MCPS? i've heard that even if you apply under the MCPS, the ballot no. also cui.

the rate as of now in 5room/3Gen.

Only 13 units for 5-room and the rest are 3gen
