For SBF, yes it's usually later than BTO by around 1 month...

2) understand that bto need to do one hle during signing of lease and another hle when key collection, is it the same for sobf?

2) for your case yes since ready in around 2017..but it depends on the amt of the 1st hle, if approve amt is pretty much higher than what is needed, hdb might opt to skip 2nd assessment..
