the backstabbing culture is cultivated since primary school, where you have class monitors and school prefects. students were taught to report any misbehaviour to teachers.

whereas schools elsewhere and international schools here only have class reps, which are mainly tasked with dissemination of information or doing the saikang which no one wants to do. and students were taught "snitches get stitches" early in life.

the professor also study too much until dunno the ground too.

there are civil servants who understand the ground, in fact many of them.

however, these civil servants only possibly of 10 percent reach middle management roles and 0% reach the upper management roles.

the upper management roles are reserved for scholars and usually have no work experience except shouting at poor NSF who can only obey.

in summary, civil servants understand the ground, but unfortunately are not the ones getting promoted high enough to be decision makers.
civil servants who don't understand the ground are the disconnected ones bossing their subordinates to do the dirty work.
