Might be simba to simba dialing tone, there is a unique tone that I realise between Simba to Simba local calls.
Just like 4G voice calls between Singtel and singtel
But when I dial to other simba, it's the typical local dialing tone.. But when someone dials to me, sounds like I'm at Malaysia...

Simba started with only 4g infrastructure. It does not have 3g. So volte is a must. most phones should work. I do not know why some phones do not work. Maybe its the phone did not fully implement volte standards?

The roaming partners are also major telcos in their own country. Volte has been around for ages, so they should also support volte. Else simba won't appoint them as roaming partners knowing they (simba) themselves support volte only, so their partners should also support.
1: Almost all carriers support volte, worldwide. But many only support for their own customers, not for roamers.
2: This is not a problem for Singtel, StarHub, etc. users, because when they are roaming and making calls, using volte or traditional 3G to call, all have charges, no difference.
3: volte needs phone hardware support, and OS support, and carrier support. Samsung phones usually only work in some regions, not all, due to their CSC region lock. For example, if you bring your SG Samsung phone to Europe, even if your phone chip and hardware are the same as European sets, your phone software's CSC lock won't let you do volte calls there.
iphone's do not have this problem. All iphones, SG, CN or US, all share same volte capability and same carrier bundle.

Sharing my SImba experience during my recent Tokyo trip.

Data roaming coverage and speed were decent; I was able to surf web without any noticeable lags. However, phone calls were a hit and miss. I was using Google 7 Pro and some calls made to home’s landlines were ended immediately after I pressed the Call function. Network was set to auto to KDDI.

I restarted the phone, went through the settings ( I couldn’t find the VoLITE setting though, but phone model is in the SImba compatible list), turned on 2G and still unable to resolve the issue. Mysteriously, it resolved on its own several hours later or the next day.

For my experience in BKK last week , tried to test out the free IDD call too.
Simba's partner in BKK was DTAC...

I tried to call directly to my family members who were in the same trip and using Simba plan too
the first few times there was a message saying the outgoing calls were unsuccessful even though the Sg number contain "+65"...

My phone was Iphone.. i looked at the "mobile data options" under Mobile Service in General setting........ and even though LTE was enabled under the "Voice and Data" setting.. there is a VoLTE setting when I scrolled further down. once there was set to ON... both incoming and outgoing call were OK !

(this additional setting doesn't appear when in Sg)

I believe they experience outages/downtime sometimes without them even knowing. I couldnt make any calls from my Simba line (overseas/local) at 1 point of time last week for that 1 hour. Raised a ticket they just ask me enable VOLTE/restart my phone lol.

the proven solution to any electronic device which doesnt work......

Auto-Ctrl- Reboot..
or simply "restart" in smaller device.

Nope didn't work, even on the Simba voice app. Pretty much nothing we can do if they network is wonky lol.

I was in Thailand last week too. Since DTAC and True-H has already merged, they are sharing network. So coverage was very good. Better than SIMBA in SG I would say :ROFLMAO:

cos SiMBA is tied to the more established telco providers in oversea whereas back in Sg..... they might not have the resources to set up more transmitter in the country.

You will be surprised that Eight does not even list any phone for voice roaming that use physical SIM cards, including the Iphones.

Yes you are right. Tried to call even local overseas number but engage or no dialing tone. Using phone or voice app also same.
Quite intermittent
