yes that's right. those within the contract is able to switch to combo plan as well, however downgrading penalty applies if the combo plan is cheaper than the current plan.

those who is already out of contract, can choose to remain in the existing plan. subscribers will have to choose the combo once they decided to recontract.

initially the trend was 100/300/700, only singtel went to change to 100/200/500.
if due to that, user would already long migrate since paying excess is as gd as moving away with a better price unless due to superb CIS rate due to company tie up which some is up to 60% off etc.
