I thought this is dependent on what the ex-owner chose? I.e., if the ex owner chosen to have all these stuff, the new owners cannot reject it

You should be happy that flooring or extra options were not arl included

Extra costs will be incurred regardlessly. Even if flooring is given, the price would have been included in the selling price.
