No reference month, meaning everything in your account is eligble for the promo interest
Quite ambiguous actually. My Dec ADB is high though. However I also see this in the clause in the email which is not in the tnc link:
This e$aver Exclusive Bonus Interest (Janua‌ry 20‌25A) promotion ("Promotion") is available from 1‌ Jan‌ua‌ry 20‌25 to 31 M‌arch 2‌02‌5 ("Promotion Period"). This communication sent to you, notifying you of the Promotion and inviting you to participate in this Promotion ("Invitation Notice"), is non-transferrable and only existing customers who have received the Invitation Notice from the Bank are eligible for this Promotion. Your existing e$aver, e$aver Kids! and/or World Partner Savings account(s) of which you are the primary account holder and are currently qualified under Standard Chartered Marathon $aver Promotion (promotion period Oc‌tober 20‌24 – De‌cember 20‌24), shall be collectively referred to as "Eligible Account(s)" and each, an "Eligible Account".
This is how I interpret: It sounds like an extension of the Standard Chartered Marathon $aver Promotion (promotion period Oc‌tober 20‌24 – De‌cember 20‌24). If so, the reference month is Sept 2024.
then again it is a risk if scb interprets it another way

To extend our appreciation for your support, you are automatically qualified to earn step-up interest of up to 2.90% p.a. from Ja‌nuary 20‌25 to Ma‌rch 20‌25, on your e$aver account balance (capped at S$5 mil), account number ending with xxxx

Slightly better rates than marathon but automatically without the need to register. However, I was looking at the tnc of this and I cannot find the reference month for the ADB or did I miss it out from the tnc?

In point#4, they only mention ADB but not 'incremental ADB'. A reference month is required only for incremental ADB.

my wife recd this invite. There is no reference month, bonus interest will be calculated based on your ADB. But the rates are not attractive.

For now I won’t say it is not attractive since I have yet to see other banks’ rates. In addition, it is easy to hit when it is with respect to no reference

Ya. The cso also confirmed that there is no reference month and promo interest will apply on the entire amount deposited.

At these rates, of course empty out ASAP 😂 even waiting until it steps up also cannot reach the latest Tbills rate of 2.99%.

there's still CIMB at 3.2% until March or HSBC EGA at 3.7% for one month, there after 2.7% for average of 3.2% for 2 months.

2.9% with no hoops to jump and no addition actions to do, I think is ok lah...what you guys think?

CIMB is offering at least 3.2% for Jan to Mar.

SC website shows eSaver promo link (Feb to Mar) but when clicked it's still the older Dec to Jan document :o

Feb to end Mar is 2.9% for public rate. Those marathon saver and exclusive invitation are lower than or equal to this rate for one of the months. Wrong move I made and I should have stuck to the transfer between my esavers to take the public rate and kept my Jan adb at $0 for one of the esavers.
