You are referring to UOB One Card Rebates, not UOB One Account. This is the wrong thread to ask.

There is no reason for any exception to be granted if it is clear that you did not make eligible spend of min $500.

I meant the less obvious/more troublesome ones. Eg pay at sp services counter

Luckily I can easily get at least 500. I used card up to get to the next LV which is 1000. Too bad income tax cannot be paid using card up now if not i will get to 2k.

Cardup pay for what bills?

Actually i just thought of insurance. Maybe some insurance can be paid using cardup. But for those annual premium payment, if you pay monthly, will they credit and calculate correctly?
