So for this card, it's either you spend $501 or you spend $2001 in 3 consecutive month
If you spend $499, u get zero miles or rebate
If you spend $501, u get the same rebate as someone who spend $1999 for 3 months
If you spend next 3 months $5000, $5000, $499, your cash rebate = $0
Is my understanding right?

In your particular example, which one of the month is 499 and the other 2 month are so much more, u can try negotiate at least to consider the $499 as meet $500. No guarantee can work. But someone when spend $1999, missed by a bit manage to get, but not every time and not everyone. Can neg personalised tiering?
$500 get $50 quarterly. $1000 get $100 quarterly. Both 3.33%$500 and $1000 seems to be same 3.33% rebate
