Should be fine. The 9070XT does not have any particularly onerous requirements.

before you buy 9070xt check if you psu have enough cable for the 8pin power as some use 3x 8pin

Depend which game you are playing.
RX9700 only issue if you ask is it require 3 X PCIE Connector.
Which unfornuately these days most modern PSU only comes with either 2+1 PCIE Connector.

PSU with 3 X PCIE Connector can be hard to find one.
If you consider RTX 5070 recommend to change PSU as it uses the newer 12vhpwr.
It really depend on your budget but these days RAM, SSD and GPU prices are high
due to shortage of RAM.

With ongoing conflict the situation will get even worse.
If you don't want to spend too much $, I recommend you find a used RTX 2080
which will be more faster than RTX 2060.

RTX 2060 nowadays is counted bare minimum.
I myself still uses a dated i9 9900k RTX 2080 Ti to play most of the games whether old or modern.

9070XT can utilize PCIe 5.0. I tik ur Z490-F only support PCIe 3.0. It still can run but will be bottlenecked.
PSU can change later if ur PC keep restarting after new 9070XT installed.

You need to ask around.
For the PSU best to get one that have 3 X PCIE conenctor not piggyback.
Piggyback means use the connector from either the 1st or 2nd cable.

There are not a lot of PSU with 3 XPCIE cable, check if Seasonic Focus or Vertex are available.
I only know Seasonic have 3XPCIE cable while most others have fewer PCIE cables.
